What is Local Law 152?

Local Law 152 of 2016 was passed by the New York City Council as part of a gas safety package. Local Law 152 specifically requires that New York City building owners have their building gas piping inspected periodically. This inspection is called a Gas Piping Periodic Inspection. How soon must I get a Local Law 152 inspection?

Generally speaking, the sooner you get a Local Law 152 Gas Piping System Periodic Inspection the better. The cycle for when you are required to have your Local Law 152 inspection completed is as follows:

Date Range for Local Law 152 Inspections by Community District

  • January 1, 2020 – December 31, 2020 Districts: 1, 3 and 10 in all boroughs
  • January 1, 2021 – December 31, 2021 Districts: 2, 5, 7, 13, and 18 in all boroughs
  • January 1, 2022 – December 31, 2022 Districts: 4, 6, 8, 9, and 16 in all boroughs
  • January 1, 2023 – December 31, 2023 Districts: 11, 12, 14, 15, and 17 in all boroughs

Subsequent inspections must be completed no later than December 31st within every fourth calendar year thereafter. You can also see these dates in the above image from the NYC Department of Buildings January 2020 update.

Failure to file an Inspection Certification before the applicable due date can result in a civil penalty of $10,000.

Can any plumber conduct a Local Law 152 inspection?

No! Only those Licensed Master Plumbers (and their employees) who have completed a New York City Department of Buildings-Approved 7-Hour Periodic Gas Piping Inspector Qualification course may conduct inspections relevant to Local Law 152. Only those qualified plumbers may submit forms GPS1 and GPS2 to satisfy the completion of any Periodic Gas Piping System Inspection in any building in New York City affected by Local Law 152.

What happens if an unsafe or hazardous condition is observed?

If an inspection reveals any unsafe or hazardous condition(s), the Licensed Master Plumber must immediately notify the building owner, the utility providing gas service to the building, and the New York City Department of Buildings. The building owner must take immediate action to correct the condition(s) in compliance with the New York City Construction Codes and any required permits.
